Dr. Tae-Sul Seo was the director of Open Access Center of Korea Institute of Science and Technology Information (KISTI). He was awarded a Ph.D. in mechanical engineering at Korea Advanced Institute of Science and Technology (KAIST). He joined KISTI in 1986 and involved in many projects related to journal publishing and Korean journal databases such as KoreaScience (www.koreascience.kr) and KPubS (www.kpubs.org). He did a key role in development of open access repository, operation of Korean Electronic Site License Initiative (KESLI), and Korean NCP of SCOAP3.
He is a co-associate editor of Journal of Information Science Theory and Practice (JISTaP) published by KISTI, the chairperson of Information Management Committee of Korean Council of Science Editors (KCSE), and the head of Data Management and Interchange Committee (ISO/IEC JTC1/SC32) of Korea. Previously, he was the treasurer of International Council for Scientific and Technical Information (ICSTI).
